HOW TO OBTAIN MONTENEGRO CITIZENSHIP BY INVESTMENT

Montenegro citizenship by investment program is officially closed. The delegation from Montenegro at the meeting of the European Commission on February 10, 2023 finally put an end to it. In fact, applications for the program, as planned in advance, were no longer accepted as of December 31, 2022. All pre-registered files will be reviewed by the Montenegrin Investment Agency on a first-come, first-served basis. APEX continues to receive approvals for its clients in 2023.

REQUIREMENTS OF THE PROGRAM

– Be a non-EU citizen.
– Possess a valid passport or another foreign travel document.
– Provide documents supporting the source and origin of invested funds.
– Hold no criminal record.
– Since 1st of January 2022 the application will not require a medical report from the country of permanent residence.

Processing fees:
Main applicant: €15,000
Dependent (up to four): €10,000 each
Dependent (every dependent after the fourth): €50,000

Due diligence fees:
Main applicant: €7,000
Dependents (up to four): €10,000
Dependent (every dependent after the fourth): €1,500

INVESTMENT OPTION 1

— Investment of 250.000€ in a designated project* in northern area.
*Designated project – a 4 star hotel or a mixed touristic complex, at least 35 accommodation units, a minimum total investment of 5.000.000€ and at least 25 new employees.

— Donation* of 200.000€ to Government funds: Montenegrin Innovation Fund and Development Fund.

INVESTMENT OPTION 2

— Investment of 450.000€ in a designated project* in the coastal area of Montenegro or capital city of Podgorica.
*Designated project —a 5 star hotel or a mixed touristic complex with at least 60 accommodation units, a minimum total investment of 15.000.000€ and at least 80 new employees.



— Donation* of 200.000€ to Government funds: Montenegrin Innovation Fund and Development Fund.*.
* New rules since 1st of January 2022.
