Investment citizenship of Vanuatu: new era of biometric passports

Since the beginning of 2025, Vanuatu program applicants have been asking the same question – how to get a passport of Vanuatu at the final stage of processing? The authorities of this island country, whose investment citizenship of Vanuatu program is known throughout the world, announced new passports, but delayed the launch of the procedure itself for a long time. Why is this especially important for potential applicants? This reform changes the processing from completely remote to in-person, where the candidate must appear at an authorized organization to submit biometrics.

So, where to get a Vanuatu passport in 2025?

At the end of April, information appeared about where the new Vanuatu biometric passports will eventually be issued. A total of 5 locations around the world have been announced:

1 | Port Vila
capital of the Republic of Vanuatu

2 | Hong Kong
China

3 | Dubai
UAE

4 | Brussels
Belgium, EU

5 | New Caledonia
overseas territory of France in the South Pacific

It is easy enough to plan a flight to Hong Kong, Dubai or Brussels. But what if you go to Vanuatu? Australian carriers (QantasVirginJetstar) have already increased the number of flights, which has already led to an 18% increase in tourism to Vanuatu. The government plans to revive the local airline.

In May, it became known that the new issuance rules will not be in effect JUNE 30, 2025 UNTIL . Therefore, investors who are already waiting for their passports after naturalization under the program have the right to receive them remotely, as has always been the case before.

Citizenship of Vanuatu. Coconut Fund and other options

Also, in early May, Vanuatu authorities announced that they wanted to increase the minimum investment amount by 15-20% for the coconut fund and biofuel options. This is the Capital Investment Immigration Plan (CIIP). Recall that these investment options were paused in mid-March 2025 to carry out the necessary reforms.

Thus, the contribution for citizenship of Vanuatu via CIIP will increase from $100,000 USD to $115,000 for the main applicant + for the spouse you will need to pay an additional $60,000 instead of $50,000.

Please note that applications for Vanuatu citizenship by the “Contribution to the Government Fund” option are still being accepted as standard. This is $130,000 USD for a single applicant and $180,000 for a family of four.

Mandatory government fees and legal fees will be added to the stated investment amounts. However, in terms of total costs, the Vanuatu program still remains a very budget-friendly way to obtain alternative citizenship through a legal scheme.

It’s not just the citizenship program that’s boosting Vanuatu’s economy

A new era of sustainable development has been declared in Vanuatu. An example of such a strategy is the Havannah Marina project. This is a grand project in the Havannah Harbour, which includes a modern marina, residential canals and commercial infrastructure. This will not only solve long-standing infrastructure problems, but also open up new opportunities for the economy and the environment.

Key details:

Size: 607 hectares, including a 10 hectares marina for 230 boats.

Infrastructure: Berths, fuel station, 75-ton yacht lift, ship repair area.

Residential area: 62 waterfront lots, commercial facilities (shops, hotels, recreation areas).

Despite the difficulties (financing, logistics, bureaucracy), the team is confident of success. In November 2024, large-scale construction began: special equipment was delivered, key permits were obtained, and partners from Australia provide operational support.
